Are you thinking of the "720K HFS" format that is provided by one of
the INITs that came with a recent System Update?  If so, just don't use
it; either throw out the INIT or choose to format disks in the old 800K format
(the dialog that appears when you choose "Erase Disk..." in the Finder
is somewhat akin to the formatting options dialog that appears under GS/OS).

It's my understanding that the 720K floppy INIT was provided in preparation
for new Macs with PC-style, MFM-only drives (i.e., non-SuperDrives).  No
such product ever materialized, so the INIT has very little utility,
unless you want to transfer files from a Mac to a PC without using high
density disks.
